摘要
按照国家关于在国土空间规划内划定生态保护红线并实施管控的要求,上海市结合《上海市城市总体规划(2017-2035年)》编制,开展生态保护红线划定工作。本文在全面梳理现状生态资源和重要生态要素的基础上,结合城市总体规划编制划定全市域生态空间,通过开展生态系统服务功能重要性和生态环境敏感性评估,建立生态空间分类体系,划定生态保护红线方案并精确落地,为推进生态保护和修复,维护城市生态安全奠定坚实的基础。
Shanghai works,according to the national requirements of the Shanghai City Master Plan(2017–2035),to demarcate and promote the implementation of the ecological protection red line in spatial planning.The city delimited the regional ecological space with overall urban planning by combining multiple ecological resources and important territorial elements.An evaluation of the function of ecosystem services and ecological environment sensitivity established a classification system of ecological space and precisely delimited the ecological protection red line to promote ecological protection and restoration and to protect urban ecological safety.
