摘要
非洲国家和地区作为"一带一路"倡议的自然延伸,是未来自贸区建设的重点区域之一。受到"新冠肺炎"疫情等因素的冲击,全球经济正面临着较大压力。中非双方应充分利用已达成的中国—毛里求斯自贸区协定和非洲大陆自贸区建设的历史契机,加快推进中非自贸区布局,及时化解所面临的若干障碍。在对非自贸区建设过程中,中国需要综合考虑自贸区谈判的时间成本和非洲大陆的实际,合理利用非洲大陆现有的制度性安排,密切关注各方关切所在,妥善处理各种矛盾,发挥非盟在中非自贸区建设中的协调作用,在维护中国正当利益的基础上审慎布局对非自贸区建设,适时选择最佳的自贸区建设路径。
As a natural extension of the Belt and Road Initiative,African countries and related regions are one of key areas to construct the Free Trade Area in the future.Due to the impact of the COVID-19 pandemic and other factors,the global economy is facing greater pressure.Both China and Africa should make full use of the historical opportunities for the establishment of the China-Mauritius FTA and the establishment of AfCFTA,accelerate the layout of the China-Africa Free Trade Zone,and resolve some of the obstacles in time.In the process of building a Free Trade Area,China needs to comprehensively consider the time cost of FTA negotiations and the reality of the African continent,make reasonable use of the existing institutional arrangements on the continent,and pay close attention to various parties'concern,properly handle various contradictions,give full play to the coordination role of the AU in the construction of the China-Africa FTA,and prudently plan the construction of FTA on the basis of safeguarding China’s legitimate interests,and choose the best FTA construction path timely.
