摘要
乡村特色产业的培育和发展是实施乡村振兴战略的有效途径。农业保险作为分散和转移农业自然风险、市场风险、生产风险的有效金融工具,对于推动乡村特色产业发展具有重要意义。本研究以湖北省潜江市为例,介绍了当地运用农业保险推动小龙虾特色养殖产业发展的主要做法,分析了其面临的主要困境并探讨了发展对策。研究发现,由于小龙虾特色养殖产业具有多重风险叠加、技术要求高、投入成本大、地域性强等特点,农业保险在支持乡村特色产业发展的过程中存在保费率高、定损难度大、保额难以满足农户需求、财政补贴不足等困境。最后结合地方实际提出优化保险产品、创新保险模式,发挥科技和组织优势,建立与产业发展相适应的财政补贴体系以及设立巨灾保险基金等对策建议。
The cultivation and development of the rural characteristic industry is an effective way toimplement the strategy of rural vitalization.As an effective financial instrument to disperse and transfer natural risk,market risk and production risk,agricultural insurance has great significance to promote the rural characteristic industry.Taking Qianjiang city in Hubei province as anexample,this paper analyzed the main difficulties and countermeasures of agricultural insurance in promoting the development of characteristic crayfish farming based on introducing the main practice of it.Then the study find that agricultural insurance faces problemssuch as high premium rate,difficulty in loss determination,difficulty in meeting the needs of farmers and insufficient financial subsidies,due to the characteristics of the crayfish farmingsuch as high risks,high technical requirements,large input costs and strong regionalism.Finally,the study proposed to optimize insurance products,to innovate insurance models,to play a role intechnology and organization,to establish a fiscal subsidy system meeting theneeds of industrial development and to set the catastrophe insurance fund.
