摘要
东盟国防部长会议及扩大会议作为东盟主导下的地区防务协调机制,是东盟区域安全问题的政策取向及态度的投射,对东盟防长会议及扩大会议的考察是研究东盟南海政策演变的重要线索。具体来说,进入二十一世纪后,东盟在南海问题上扮演越来越活跃的角色,在南海问题上的"有所作为",主要体现在将南海问题"工具化"。东盟通过搭建制度、制定规则和引导议题等手段,将南海争端这一损害区域稳定的"负资产"转化成用来平衡域外国家的战略资源,进而凸显东盟在区域中的中心地位。东盟的这一转变既是出于调整与域外国家亲疏远近的需要,也是东盟推进"安全共同体"建设的谋略之举。
As the ASEAN-led regional defense coordination mechanism,the ASEAN Defence Ministers'Meeting and the ASEAN Defence Ministers Meeting Plus are the projections of the policy orientation and attitude of ASEAN regional security issues.The inspection of the ASEAN Defense Ministers'Meeting and the Expansion Meeting is an important clue to study the evolution of ASEAN's South China Sea policy.Specifically,ASEAN has played an increasingly active role in the South China Sea issue and has“made a difference”on the South China Sea issue in 21st century,.ASEAN takes the South China Sea issue as a tool by setting up institutions,making rules and guiding issues,the“negative assets”of the South China Sea dispute is converted into strategic resources for balancing extraterritorial countries,thereby highlighting the centrality of ASEAN in the region.This change in ASEAN is not only due to the need to adjust ties with foreign countries,but also a strategic move for ASEAN to promote the construction of a“security community.”
