摘要
河流价值认知的片面化、管理保护的缺位等原因导致我国众多城市河流被暗化填埋。从城市水系统、城市公共空间体系、城市生态系统等不同维度,对美国河流重现工程案例进行分类研究。提出在我国生态文明发展的背景下,城市河流重现工程应当因时适地逐步推动;结合城市流域的特点和需求,确定合理的恢复目标;重视人的活动参与;加强蓝线管控,并纳入市县国土空间规划。
The insufficient cognition of the value of rivers and the lack of management and protection have led to disappearance of urban rivers many cities in Chinadue to dumping.This paper evaluates and analyzes the daylight program of rivers in the US,from different dimensions of urban water system,urban public space system,and urban ecosystem.River daylighting in China under the context of ecological civilization should consider local realities and be carried out with an appropriate timing in a step by step manner;setting up proper restoration objectives by integrating the characteristics of urban watershed with development needs;playing emphasis on human participation and enhancing bottom-line control in river restoration.All these considerations should be put into the municipal and county planning of land resources.
