摘要
《企业突发环境事件风险分级方法》(HJ 941-2018)奠定了企业突发环境事件风险评估的基础。但该方法在油气田开发企业中并不完全适用,本文以油气集输管道突发环境事件风险分级为例,根据其运营特点,在风险物质数量与临界量比值(Q)、环境风险受体敏感程度(E)、生产工艺过程与环境风险控制水平(M)三方面进行分析,并提出了具体调整建议,以期提升该文件在集输管道环境风险分级的适用性,为油气田企业环境风险评估提供技术支撑。
The Classification method for environmental accident risk of enterprise(HJ 941-2018)lays the foundation for risk assessment of environmental emergencies.However,this method is not fully applicable in oil and gas field development enterprises.This paper takes the risk classification of oil and gas gathering and transmission pipeline emergency environmental events as an example,according to its operation characteristics,analyzes the ratio of quantity of risk substances to critical quantity(Q),sensitivity of environmental risk receptor(E),production process and environmental risk control level(M),and puts forward specific adjustment suggestions,In order to improve the applicability of this document in the environmental risk classification of gas gathering pipeline and provide technical support for the environmental risk assessment of oil and gas field enterprises.
