摘要
为厘清我国牧区湿地保护区在保护与利用过程中存在的问题,调研组以东北、华东、华南地区牧区湿地为调查对象,通过问卷调查和小型座谈会等方式对调查地的基本信息、牧区湿地保护与利用现状、牧区湿地污染情况、牧区湿地保护权属问题及法律法规现状等进行了系统调研与梳理。结果表明:我国牧区湿地保护与利用状况整体良好,但仍存在过度放牧、污染情况较重、经济建设与环境保护冲突等问题。针对这些问题提出了优先保护环境,完善相应的法律、法规以及建议通过国家层面的湿地保护立法等对策建议。
To clarify the problems in the protection and utilization of China’s wetland reserve in pastoral areas,taking the pastoral wetlands in northeast China,east China and south China as the research object,the research team systematically investigated and sorted out the basic information of the survey site,the status quo of wetland protection and utilization in pastoral areas,wetland pollution in pastoral areas,the ownership of wetland protection in pastoral areas,and the status quo of laws and regulations through questionnaires and small symposia.The results showed that the protection and utilization of wetland in China’s pastoral areas were good on the whole,but there were still some problems such as overgrazing,heavy pollution,conflict between economic construction and environmental protection.In view of the specific problems existing in the wetland reserve of pastoral areas in China,this paper putted forward some countermeasures,such as giving priority to environmental protection,perfecting the relevant laws and regulations,and proposing to pass national legislation on wetland protection.
