摘要
全国土地调查工作正在全面开展,各地政府也积极响应国家号召,对管辖区域范围内的土地进行详细的调查登记工作。我国是一个农业大国,只有农民的利益得到保证,我国才可以稳定发展。要全面查清土地利用现状,确定宅基地的归属问题,根据调查结果进行权属登记工作,将土地所有权落实在村民身上,从根本上保护农民的权益。本文参考国家下发的文件,根据相关测量规范,编写了宅基地确权的技术设计,主要包括权属调查、数据采集、权属材料登记等工作。按照技术设计书的要求在十家子镇开展宅基地确权工作,首先进行权属调查工作,通知村民上交土地权利证明等文件,之后选取华测E91仪器使用GPS定位法进行界址测量与房屋测量,将得到的测量成果与收集的材料进行核实后,制成宗地图并登记,对收集的权属材料和测量数据进行自检,最后向国土局提交成果。
The nationwide land survey work is being carried out in an all-round way,and local governments have also actively responded to the call of the state to carry out detailed investigation and registration of land within the jurisdictional area.China is a large country of agriculture,and the steady development of China is attributed to the guarantee of peasant interests.In order to fundamentally protect farmers rights and interests,it is necessary to comprehensively investigate the current status of land use,determine the ownership of the homestead,carry out ownership registration based on the investigation results,and give land ownership to the villagers.Referring to the documents issued by the state,and according to the relevant mapping specifications,a set of technical design for the right confirmation of homestead has been proposed,which mainly includes ownership investigation,data collection,and ownership registration.In accordance with the technical design,the homestead right confirmation was carried out in Shijiazi Town.After a on-site investigation work of two months,registration of the ownership of each household and verification were completed by on-site boundary survey and house survey with Huace E91.With the collected evidence of ownership documents,the results of the survey were submitted to the county land bureau.After inspection by relevant departments of the Land and Resources Bureau,the data collection results meet the accuracy requirements,and the ownership documents are complete,which are used as the evidence for issuing the real estate ownership certificate.
