摘要
传统档案保管模式是机构自建档案库房并自行管理。随着海量文件档案的生成和不断积累、档案载体和格式的多样化以及信息安全和隐私保护法律法规的强化,机构自我管理档案的压力越来越大。与此同时,具有档案信息保管能力的商业机构也应运而生,出现了档案自行保管与外包服务并存的繁荣发展局面。本文首先分析了档案保管外包的价值,接着提出了档案保管外包的风险及其防范措施,为机构选择档案保管模式提出了建议。
The traditional archives keeping mode for the financial institutions is to build their own archives and manage by themselves.With the production and accumulation of massive archives,the diversities of archives carriers and formats,and the strengthening of information security and privacy laws and regulations,the pressure from self-managing archives is increasing.At the same time,commercial institutions with the ability of archives information keeping have emerged.There has been a prosperous development of the co-existence of archives self-storage and outsourcing service.Firstly,the value of records keeping outsourcing service is analyzed,and then the risks and their preventive measures are drawn out,and finally,some suggestions are put forward for the institutions to choose their archives keeping mode.
