摘要
近年来,国企混改氛围正浓,并且取得了实质性的进展。以职教、成教为目的的国企下属职成院校由于自身体制独特性,对上级国企单位依赖性强,缺乏活力和生存能力。在以“剥离精简”的前提下,应提高科学创新能力和管理水平,并进一步进行学理讨论、总结实践,建设完善的制度体系、实施措施,为顺利混改保驾护航。
In recent years,the reform of SOE for mixed-ownership is carried out extensively and obtainedsubstantialachievements.Thecolleges and universities which subordinated to State-owned enterprises targeted at vocational and continued education are characterized by strong reliance on super state-owned enterprises,shortage of vigor and lacking thesurviving ability,due to their unique system of ownership.Under the streamlining the administrative structure by separation,the scientific and innovative ability and management should be improved,combined with further discussion on principles and laws,practices based on summaries,building a impeccable institutional system and implementing measures,in order to convoy thesuccessful reform of SOE for mixed ownership.
