我国少数民族预科教育招生政策的现实困境与发展路径 被引量:2

The Realistic Predicament and Development Path of The Enrollment Policy of Ethnic Minority Preparatory Education in China

摘要 少数民族预科教育作为我国高等教育的特殊办学形式和我国民族教育重大政策,在保障边远民族地区农村少数民族贫困家庭学生享有高等教育机会、培养民族人才方面发挥了积极作用。但当前少数民族预科教育招生政策还面临着指导性不强、降分录取不明显、受益主体不聚焦、政策优势被弱化等困境。需要重新构建新时代少数民族预科教育招生政策的顶层设计、制定更加精准的少数民族预科教育招生制度,建立公开透明和多方参与的监督机制,发挥民族政策优势,促进民族教育健康发展。 As the major policies for ethnic education and the special forms of higher education in China, the pre-college education for ethnic minorities has played an active role in ensuring that students from poor ethnic minority families in remote ethnic areas enjoy the opportunity of higher education and cultivating ethnic talents. However, the current enrollment policy of Ethnic Preparatory Education in the implementation process is faced with some problems,such as weak guidance, score reduction and enrollment are not obvious, did not focus on the beneficiaries, weaken of the policy advantages and so on. It is necessary to reconstruct the top-level design of the enrollment policy of the pre-college education for ethnic minorities in the new era, formulate a more accurate enrollment system of the pre-college education for ethnic minorities, establish an open, transparent and multi-party participation supervision mechanism, give full play to the advantages of ethnic policies, and promote the healthy development of ethnic education.
