摘要
选取江苏作为研究对象,用全景扫描方法系统梳理江苏省在技术转移体系建设方面的相关政策举措和主要成效,包括构建技术转移政策体系、搭建技术转移平台、产学研协同创新、建设技术转移机构、培养技术经理人、实施技术转移奖补等,对其技术转移体系建设主要举措进行剖析,分析得出六大最具明显的特征。最后立足广东实际,结合江苏技术转移体系建设的创新举措及先进经验,在对具体问题进行深入分析的基础上,提出广东在政策、平台、机构、人才等方面要充分发挥政府引导作用,着力弥补在技术转移体系上的短板和弱项,加快广东技术转移体系建设步伐。
This paper takes Jiangsu Province as the research sample to sort out the relevant policy measures and main achievements of technology transfer systemconstruction in Jiangsu Provincewith panoramic scanning method, and analyzes its main measures,such asbuilding the technology transfer policy system,constructing technology transferplatform,the industry-University collaborative innovation,buildingthe technology transfer institutions,training technical professional managers,implementing the technology transferaward and subsidy,etc,and obtains the six most obvious characteristics. Finally, based on the actual situation of Guangdong, combined with the innovative measures and advanced experience technology transfer system construction in Jiangsu, on the basis of in-depth analysis of specific issues, it is proposed that Guangdong should give full play to the role of government guidance in policy, platform, institutions, talents and other aspects, strive to make up for the shortcomings and weaknesses in the technology transfer system, and speed up the construction of technology transfer system in Guangdong.
