摘要
2018年马哈蒂尔政府上台以来,中马两国共建“一带一路”的部分项目受到新政府的重审与搁置,两国关系经受了一定的考验。出于对中马合作项目的合法问题与经济影响等方面的考虑,马哈蒂尔政府调整了对中马合作项目的立场和政策;但是受经济利益和战略利益的制约,其政策调整具有阶段性和有限性。经过中马双方的两轮协调和谈判,以东海岸铁路为代表的旗舰项目得以重启,中马全面战略合作伙伴关系得到巩固与深化。在此基础上,最近一轮的政局变动不会对中马合作项目和中马关系形成重大冲击。
Some projects of the“Belt and Road”jointly developed by China and Malaysia have been reviewed and shelved by the Mahathir administration.The relationship between the two countries has also withstood certain tests.The Mahathir administration adjusted its posi tion and policies on China-Malaysia cooperation in view of their legitimacy and economic im pacts;however,these policy adjustments were provisional and limited due to consideration of long-term economic and strategic interests.After two rounds of coordination of negotiation,some flagship projects were restarted such as the East Coast Rail Link.The comprehensive strategic partnership between China and Malaysia has been consolidated and deepened.There fore,bilateral cooperation projects and relationship would not be severely affected by the re cent political change in Malaysia.
