摘要
装备作战试验评估指标体系是作战试验设计、实施和综合评估的基点,是联系评估方法与评估对象的桥梁。为解决作战试验评估指标体系构建存在步骤不清楚、可操作性不强等问题,促进装备作战试验实践活动的有效开展,提出了作战试验评估指标体系构建的总体思路,基于多种方法解析作战试验问题,构建并优化了作战试验评估指标体系,并给出了完整的评估指标体系构建步骤。
The establishment of an equipment operational test index system is the basis for operational test design,implement and comprehensive evaluation,which is the bridge between the evaluation method and the evaluation target.To solve out the problems such as operation procedure is unclear and not easy to operate,and promote the effective conduct of the equipment operational test practices,this paper proposes the general idea of the establishment of the operational test evaluation index system,analyzes the operational test problems based on various methods,constructs and optimizes the operational test evaluation index system,and gives the complete evaluation index system establishment steps.
