摘要
本文在构建科技金融评价指标体系的基础上,用计量回归模型验证了江苏省作为一个能源和矿产资源缺乏的省份,其经济增长主要是依靠金融支持和科技创新驱动。通过运用DEA模型对江苏省2006-2017年的科技金融数据进行分析,发现虽然江苏省的科技金融投入产出一直处于相对有效状态,但是近两三年出现了规模报酬递减的现象。对江苏省13个城市2015和2017年的数据进行分析,发现江苏省科技金融效率近两三年出现规模报酬递减主要是由苏南和苏中地区城市造成的,而苏北地区城市仍处于规模报酬递增阶段,这主要是因为苏南、苏中和苏北地区处于不同的经济发展阶段造成的。
This paper constructs a set of evaluating indicators,and uses an econometric regression model to testify that the economic growth of Jiangsu province is driven by finance and sci-tech innovation although it is lack of energy and mineral resources.Then,this paper adopts DEA model to analyze the sci-tech finance data of Jiangsu province form 2006 to 2017 years,finds that sci-tech finance input-output of Jiangsu province has been relative efficiency but the phenomenon of decreasing return on scale is appearing in recent years.By analyzing the data of 13 cities in jiangsu province in 2015 and 2017,it is found that the decrease of returns to scale in the efficiency of science and technology finance in jiangsu province in the past two or three years is mainly caused by the cities in southern jiangsu and central jiangsu,while the cities in northern jiangsu are still in the stage of increasing returns to scale.This is mainly because south jiangsu,middle jiangsu and north jiangsu are in different stages of economic development.
