摘要
基本公共服务均等化不仅是长三角区域一体化发展战略的重要组成,而且是推动区域统一市场建设的基础支撑。基于市场发展的内生需求,长三角三省一市在公共服务组团发展、协同治理、资源共享方面进行了一些有益探索,但由于省市间公共服务资源、能力与水平的差异,区域内公共服务对所有常住人口均等可及的不足,以及公共服务区域统筹受到体制的限制,现有的公共服务一体化、均等化尚难以满足现实需要。基于此,我们认为应在发展中推进长三角基本公共服务的均等化,分层次、分领域、分阶段稳妥推进,优先在教育资源均衡配置、医疗资源便利共享、社会保障区域统筹、养老资源普惠使用等方面进行探索,并积极鼓励跨区域公共服务主体或平台的培育与使用。
The equalization of basic public services is not only an important part of the Yangtze River Delta integration development,but also the basic support to promote the establishment of regional unifi ed market.Based on the endogenous demand of market development,three provinces and one city have made some successful explorations in collaborative governance and resource sharing of public services.However,the degree of integration and equalization of public services are still difficult to meet the actual needs.Based on this,we argue that we should promote the equalization of basic public services in the Yangtze River Delta steadily specifi c to different levels and fi elds.We should give priority to the exploration of balanced allocation of educational resources,sharing of medical resources,regional planning of social security,and inclusive use of elderly care resources.
