摘要
新型冠状病毒疫情再次引发了人们对于生物安全的高度关注。鉴于当下我国生物安全之风险挑战严峻,影响因素多元,相关立法又滞后于生物安全防范的现实需要,迫切需要在反思现行立法的基础上推进我国生物安全立法的完善,包括加强配套性立法、重视立法衔接、加大违法惩处力度、积极弥补立法缺失等措施。
The Novel Coronavirus Pneumonia epidemic triggers people’s attention regarding biosafety.Considering that the biosaftety’s risks challenges are severe,its influencing factors are pluralistic,and the present legislation lags behind the actual needs for biosafety in China,we should rethink the present legislation profoundly,and then perfect our legislation.This includes setting a complete legislation system,promoting the connection of legislation,severely punishing those who violate the laws,and making up for the deficiency of the legislation.
