摘要
该文主要探讨英国政府对社会组织参与政府发展援助的主要支持方式、管理模式、资助策略以及监管模式等,对英国社会组织参与政府发展援助的支持与监管经验进行了归纳总结,在此基础上提出了发挥社会组织在政府发展援助中的作用、成立专门的部门负责社会组织对外发展援助事务、多维度扶持和强化监测评估等政策建议。
This paper studies the UK government’s main supporting mechanisms,management practices,funding strategies and regulation systems for British nonprofit organizations participating in official development aid,and summarizes its experience of supporting and regulating nonprofit organizations’involvements.Based on the analysis,policy recommendations of giving full play nonprofit organizations’role in international development,setting up specialized department taking charge of nonprofit organizations in international development assistance,building a multi-dimensional supporting mechanism and enhancing monitoring and evaluation are proposed.
