摘要
分享经济是信息革命发展到一定阶段后出现的新型经济形态,仪器设备共享是以满足供需双方为基础崇尚物尽其用的新的消费观和发展观。当前,科研仪器设备经费投入持续增长、共享平台不断搭建但共享壁垒依然存在。近几年,国家层面在各类报告文件中力促科研仪器设备面向全社会开放共享。但如何盘活存量调控增量、以市场为导向的第三方共享服务平台如何健康运行、从提供单一检测向提供完整解决方案转变、多点执业政策落地难、对仪器管理人员激励机制的考量、仪器设备建设方案书公开、测试数据的知识产权等问题仍是仪器设备共享建设中亟待破解的难题。
Sharing economy is a new economic form evolved from a certain development phrase of information revolution,the open sharing of instrument and equipment is a new view of consumption and development based on satisfying supply and requisitioning parties and advocating the best use of things.At present,the fund input for scientific research equipment increases quickly,and the open sharing platform is established continuously but the barrier of open sharing still exists.In recent several years,different reports and papers at the state-level encourage the open sharing of the instrument and equipment to the whole society.But there are still many problems,such as how to make an inventory stock and regulate the increment,how to make the market oriented third party service platform work smoothly,and how to transform fluently single detection to complete solution,and how to examine the excitation mechanism to the instrument management personnel.Making the public of the instrument construction program,and the property right of testing data and so on are the urgent problems to be solved in the open sharing of instrument construction.
