摘要
在我国目前普遍存在的环境影响评价体系中,由于制度的缺乏和不完善,其评价工作效率较为低下,环境环保工作落实不到位。但随着我国经济整体水平的进步与提升,国家对环保工作和生态环境的重视度大大提高,因此在环境监测和环境保护方面对其无序的工作状态进行调整是国家要求和时代趋势。环境监测机构的权责界限不清、工作划分不明确等问题也是影响环境评价与环保管理的因素之一。因此,本文首先指出了环境影响评价监测管理中存在的问题,然后开展了成因分析,最后提出环境影响评价的监测管理对策。
In China’s current universal environmental impact assessment system,due to the lack of the system and its imperfections,its evaluation work is relatively inefficient and environmental protection work is not implemented in place.However,with the progress and improvement of the overall economic level of our country,the state attaches great importance to environmental protection work and ecological environment.Therefore,it is a national requirement and a trend of the times to adjust its disordered working state in environmental monitoring and environmental protection.Environmental monitoring agencies’unclear power and responsibility boundaries and unclear division of work are also one of the factors affecting environmental assessment and environmental protection management.Therefore,this paper first points out the problems in the monitoring and management of the current status of environmental impact assessment,then analyzes the causes,and finally puts forward the management countermeasures for the monitoring of the status of environmental impact assessment.
