摘要
生态补偿是“五个一批”精准脱贫措施的重要内容,深入分析生态补偿政策的减贫效果及其作用机理,对制定和完善生态扶贫的制度方针具有重要意义。基于陕西省吴起县348个微观农户的调研数据,利用联立方程模型实证分析了生态补偿对农村贫困的缓解路径。结果显示,生态补偿缓解农村贫困的作用效果有限,在其他条件不变的情况下,生态补偿每提升1%,农村家庭收入平均降低3.5%,其中,生态补偿对家庭收入的直接效应约为-0.029,通过弱化非农就业产生的中介效应为0.0055,约占总效应的15.6%。进一步分析生态补偿对不同收入层次农户的影响可知,生态补偿对农村贫困的直接效应及中介效应在中低收入家庭中体现得更为明显。基于此,从调整生态补偿结构和充分利用生态补偿规模优势两个方面提出了改进建议。
Ecological compensation is an important part of “five batch” measures to get rid of poverty. It is of great significance to analyze the poverty reduction effect and its mechanism of ecological compensation policy in order to formulate and perfect the institutional policy of ecological poverty alleviation. Based on the investigation data of 348 microscopic farmers in Wuqi County, Shaanxi Province, the influence path of ecological compensation on rural poverty is empirically analyzed by using the simultaneous equation model.The results showed that ecological compensation did not play a role in alleviating rural poverty, under the same other conditions, for every 1% increase in ecological compensation, the rural household income decreases by an average of 3.5%. Among them, the direct effect of ecological compensation on household income is about-0.029, and the intermediary effect caused by weakening non-agricultural employment is 0.0055, accounting for 15.6% of the total effect. Further analysis of the impact of ecological compensation on farmers at different income levels shows that the direct and intermediary effects of ecological compensation on rural poverty are more obvious in low-and middle-income families. Based on this, this paper puts forward some policy suggestions from two aspects: adjusting the structure of ecological compensation and making full use of the advantages of ecological compensation scale.
