摘要
"领导小组"机制的发展经历了初期人格化组织运行时期、改革开放后制度化组织运行时期、以及十八大以来三个阶段。以历史制度主义审视领导小组机制,会发现它以政治组织模式与权力运行方式为路径依赖性要素,以改革开放和十八大以来全面深化改革为两个关键节点,以中国共产党自我革命的内在逻辑为动力机制贯穿始终,实现了其制度化的发展。国家治理现代化视域下的领导小组机制,未来将朝着机构设置制度化、机构运行程序化、机构职能规范化、机构权力法治化的方向不断发展。
The development of the "leading group" mechanism has gone throug h three stages: the operation period of personified organizations in the early days of the founding of the People’s Republic of China, the operation period of institutionalized organizations after the reform and opening up, and the three stages since the 18 th National Congress of The Communist Party of China.To examine the historical institutionalism leading group mechanism, its political organization mode and operation mode of power as the path dependency elements, in order to comprehensively deepen reform since the reform and opening up and the eighteenth big for two key nodes, with the communist party of China ego revolution throughout the internal logic of power mechanism, realize the development of its institutionalization.In the future, the leading group mechanism from the perspective of modernization of national governance will continue to develop towards institutionalization of institutional setting, procedural operation, standardization of institutional functions and rule of law of institutional power.
