摘要
县域医疗卫生服务共同体作为构建整合型医疗卫生服务体系的优先策略选择,各地在探索过程中虽然取得了一定成效,但是尚未形成真正长效的利益、发展、管理、责任和服务共同体。存在政策供给与医共体建设匹配度不高,管理效益与利益分配联动度不高,基层能力与分级诊疗承载度不高,信息化建设与医共体发展契合度不高等问题。文章据此提出必要的政策保障、共享的利益机制、明确的分工协作、精准的能力提升和成熟的信息化建设等对策建议,以促进医共体有效运转、责任共担、利益共享、服务整合和管理协同。
County medical and health service community?is a priority strategy for building an integrated medical and health service system.Though we?have made some progress during the exploration,there isn’t a real long-term community of interests,development,management,responsibility and service.There are some problems,including low matching degree between policy supply and medical community construction,low degree of?linkage?between management efficiency and benefit distribution,low grassroots capacity and bearing force of hierarchical diagnosis and treatment,and low matching degree between information construction and medical community development.To solve the problems mentioned above and?promote the effective operation,responsibility sharing,benefit sharing,service integration and management coordination of the medical community,it is necessary to propose requisite policy guarantee,shared benefit mechanism,clear division of labor and cooperation,accurate ability promotion and mature information construction and other countermeasures and suggestions.
