摘要
新材料是指新出现的具有优异性能和特殊功能的材料,以及传统材料成分、工艺改进后性能明显提高或具有新功能的材料。新材料是工业产品质量升级换代的保证和产业技术创新的前提,同时也是其他新兴产业发展的基础,在航空航天、信息通讯、高端制造、智能交通、新能源、新医药和数字创意等领域发挥着不可或缺的重要作用。建国70年来,我国新材料产业不断发展壮大,在体系建设、产业规模和技术进步等方面取得了明显成就,目前正处于由大向强转变的关键时期,新材料产业持续健康发展将为新一轮科技革命和产业变革奠定坚实的基础。本文阐述了我国新一代信息材料、新能源材料、稀土材料、生物医用材料、先进结构材料、特种功能材料、高性能复合材料以及前沿新材料的发展现状,梳理并分析了新材料产业发展存在的短板和突出问题,提出了发展重点与相关的政策建议。
Materials are the basis for human survival and social development. New materials refer to emerging materials with excellent properties and special functions, which are the guarantee for the upgrading of industrial products quality and the premise of industrial technology innovation. Furthermore, they play an indispensable role in aerospace, information and communication, intelligent transportation, new medicine, new energy, digital creative fields and also in other emerging industries. Since the beginning of the this century, driven by active guidance of the national policies and rapid development of the domestic industries, China′s new materials industry has continued to grow and develop, and made remarkable achievements in systematic construction, industrial scale and technological progress which will lay a solid foundation for a new round of scientific and technological revolution and industrial transformation. This article described the development status of China′s advanced functional materials, special structural materials, new energy materials, biomedical materials, rare earth and ceramic materials, advanced steel and nonferrous metals, and high-performance composite materials. It also analyzed the weakness and problems in the development of new materials industry, proposed the priority projects and made the related policy recommendations.
