摘要
分析了中小城市开发区在产城融合新型城镇化进程中,产业、城市、人等基本要素内涵及相互关系。以苏滁现代产业园为例,总结园区产城融合新型城镇化试点的建设成效、产城融合的发展思路、管理模式及运行机制。提出,中小城市开发区在从“产业功能区”向“现代城区”转型发展过程中,必须走“以人为本、以产促城、以城带产、宜居宜业”的产城融合之路,抓住产城融合的关键要点、建立开放协同机制是产城融合发展的关键。
This paper analyzes the connotation and mutual relations among some basic elements such as industry,city and population in the process of new-style urbanization of city-industry integration in small and medium-sized cities.Taking Su-Chu Modern Industrial Zone as an example,this paper summarizes the construction effect,development ideas,management mode and operation mechanism of the city-industry integration.It points out that in the process of transformation and development,the development zones of small and medium-sized cities must take the road of"people-oriented;promoting city with production;city-oriented production;livable city and developable industry",grasp the key points of city-industry integration and it is the key to establish an open and cooperative mechanism.
