摘要
营商市场环境是区域社会经济发展与市场化相对进程的综合体现。从劳动力要素市场环境、资本要素市场环境、技术要素市场环境与产品市场环境四个维度出发,选取9个一级指标和21个二级指标,构建营商市场环境评价指标体系,运用熵权法对2013—2017年江苏省13个设区市的营商市场环境进行评价分析。结果表明,苏州在四个维度上表现相对突出,各城市间评价得分呈现苏南、苏中、苏北地区空间差异性较为明显,致使省内城市这种差异性背后的原因各异。基于设区市之间相互借鉴经验学习的前提,提出优化人力资源供给、优化金融供给结构、改善企业创新环境、规范产品竞争市场,以问题为导向制定出具有差异化、特色化的城市层面营商市场环境优化行动方案,提出了相关对策建议。
The business market environment is a comprehensive reflection of the regional socio-economic development and the relative progress of marketization.Starting from the four dimensions of labor factor market environment,capital factor market environment,technical factor market environment and product market environment,this paper selects 9 first-level indicators and 21 second-level indicators to construct a business market environment evaluation index system,using the entropy weight method to evaluate the business market environment of 13 cities in Jiangsu Province from 2013 to 2017.The result shows that Suzhou has relatively prominent performance in four dimensions,and the evaluation scores among cities show obvious spatial differences in southern Jiangsu,central Jiangsu and northern Jiangsu,and the reasons behind the differences in the cities are different.Based on the premise of learning from each other between the cities,the paper proposes the following relevant countermeasures and suggestions:optimizing human resource supply and financial supply structure,improving enterprise innovation environment,standardizing product competition market,and developing urban-level market-oriented business environment optimization action plans with differentiation and specialization based on problems.
