摘要
供给侧改革背景下民间资本参与社会养老服务业发展具有重要意义,不仅能扩大养老服务供给,提供个性化与优质化服务,还能促进民间资本与养老服务互利共赢。但是,目前民间资本参与养老服务面临政策落实难、融资难、行政审批效率低、竞争环境欠公平等困境。因此,建议创新管理体制,确保政策落实到位;构建融资平台,增加民间资本供给;改革行政审批制度,破除供给障碍;优化资源配置,营造公平竞争环境。充分调动民间资本参与社会养老服务的积极性,增强民办养老机构发展后劲,促进养老服务业健康可持续发展。
Under the background of supply-side reform, it is of great significance for private capital to participate in social pension service industry. It can not only expand the supply of elderly care services so as to provide personalized and high-quality services, but also promote mutual benefit of the two sides. However, at present, the participation of private capital in pension services is faced with various difficulties in terms of policy implementation, financing, low efficiency of administrative approval, unfair competition environment and so on. Therefore, it is suggested that we innovate the management system to ensure the implementation of policies, build financing platforms to increase the supply of private capital and improve the administrative approval system to remove supply barriers. Besides, we should also optimize resources allocation and create a fair environment of competition. When the enthusiasm of private capital is fully mobilized and the sustainability of private pension institutions is vigorously strengthened, we can promote a sound and sustainable development of the industry.
