摘要
在全面开展国土空间规划工作的大背景下,国家公园规划需要充分体现因地制宜地用途管制安排,并在规划编制方法和管理机制上进行改革创新。通过剖析国家公园体制试点过程中出现的规划工作难点,并总结国家公园的分类管理要求和协同管理需求,探讨国家公园规划事权划分、规划公众参与等问题。以自然资源所有权和管理权行使主体为研究出发点,提出功能分区与管理分区相结合的规划实施构想,提出建立国家公园首席规划师制度,提升国家公园规划的落地性与协调性。
Under the background of the territorial and spatial planning system development,the national park planning needs to function with local conditions.Reform and innovation of the planning method and planning management mechanism are necessary.Through the analysis of planning difficulties and collaborative management requirements in national park pilot areas,this paper tries to discuss the planning authority division and planning public participation issues.According to the ownership and management relationship of natural resources in national park,this paper puts forward the zoning method of combining functional partition and management partition,suggests to establish the chief planner system for national parks,and improve the implementation and coordination of planning results.
