摘要
面子顾虑作为面子研究的一个维度,不仅是决策者人格特征的体现,还是影响决策者行为选择的重要因素之一。在利益相关主体复杂的PPP项目中,不同决策者的行为特点对项目的承诺升级会造成不同程度的影响,因此从PPP项目中政府和社会资本两大利益相关主体出发,结合面子顾虑的三个维度:自我面子顾虑、他人面子顾虑、相互面子顾虑,探讨不同维度的面子顾虑对PPP项目中不同利益相关者承诺升级的影响程度。通过情景问卷的方法收集数据,并用SPSS等软件对数据进行相关、方差、线性回归等分析后发现:具有自我面子顾虑人格特征倾向的政府决策方更加倾向于承诺升级;具有他人面子顾虑人格特征倾向的社会资本方更容易发生承诺升级;在具有相互面子顾虑的决策者中,社会资本比政府方更容易发生承诺升级;当决策者政府方较倾向于他人面子顾虑时,可以降低承诺升级的水平。研究结果对中国背景下PPP项目决策方的承诺升级行为管理提供理论支撑和实践指导。
In the development of the PPP(Public-Private Partnership)project,different behavioral factors affect various decision makers to a different degree due to the complexity of stakeholder’characteristics.Escalation of commitment is one of the hot topics in the research of decision makers'behavior.Based on the theory of Face,this paper discussed the influence of face concerns on stakeholder’s commitment,and the results will optimize the governance structure of the PPP project.As a dimension of face-study,face concern not only reflects the personality characteristics of decision-makers but also is one of the important factors to affect the behavior choices of decision makers.Meanwhile,in the PPP project,the government can participate in decision-making in the process of project financing,design,and construction,etc.Therefore,the research will analyze the mechanism that face affects the government’s and private’s commitment in the context of the PPP project.Accordingly,from three dimensions of face concern(self-face concern,other-face concern,mutual-face concern)of main stakeholders(government and private sectors)in PPP project,this paper aims to discuss the degree of influence that face concern with different dimensions affects stakeholder’s escalation of commitment in PPP project.Based on the scale developed by Oetzel etc.,the paper conducted a scenario simulation experiment with subjects having a Chinese cultural background.The experiment collected 149 valid samples and analyzed using SPSS 22.0.The samples mainly include the analysis of correlation,variance,linear regression.Final results illustrated that government decision-makers with self-face concern tend to be more escalation of commitment.Private sectors with other face concerns will be more easily to escalate commitment.In the scenario of mutual-face concern,private’s escalation of commitment is more likely to form in comparison with the government.The level of escalation of commitment will be reduced when the government is more inclined to other-face concerns.According to the research,this paper provided some suggestions for reducing the escalation of the commitment of the government and private sector to ensure high performance,high quality,and low loss.In the decision-making process of project implementation,the government should pay more attention to other-face concerns,which means that government should not make a decision based on the irrational factors such as high ground,high power,and high face.The private sector should avoid the tendency and imbalance of the face concern,especially avoid other-face concerns.In the process of cooperation,the private sector should cooperate with the government based on law,and should not operate based on power and interest.These findings provide theoretical support and practical guidance for the management of decision-makers for their escalation of commitment in PPP project in China.
