摘要
产业政策对政府行为的影响及其与市场主体之间的关系如何,尚少有研究给予理论关注。由于市场主体利益诉求的差异,政府在执行产业政策时必须把握一些关键细节:把私人部门的主动性纳入到公共政策框架中,发挥政府政策的战略引导和协调作用;政府在施策时,应把注意力集中在如何使施策过程变得更为合理,并加强私人部门与政府部门一起合作来解决生产领域的问题;政府部门与私人部门必须保持适当距离,力求使腐败和寻租最小化;为鼓励企业进行市场开拓,最优的政策是对新的、非传统产业的投资进行补贴,并将事前补贴与事后监督相结合;获得补贴的项目必须明显具有提供外溢和示范效应的潜力。
The United States unilaterally upgraded the Sino-US trade war, pointing directly at China’s industrial policy. However, few studies have paid attention to the impact of industrial policy on government behavior and its relationship with market participants. This paper holds that, due to the differences in the interests of market participants, the government must grasp some key details in implementing industrial policies: the initiative of the private sector must be incorporated into the framework of public policies, giving play to the strategic guidance and coordination role of government policies.The government should focus on how to make the policy process more coherent when implementing policies. Rationally, how to design a solution to the problems in the field of production with the cooperation of the private sector and the government,the government and the private sector must keep an appropriate distance to minimize corruption and rent-seeking;for the information externalities that restrict "self-discovery" activities.The best policy is to subsidize the investment in new and non-traditional industries and to reduce the risk of corruption and rent-seeking. Subsidized activities must clearly have the potential to provide spillover and demonstration effects. This provides new insights into the impact of industrial policy on government behavior and its relationship with market participants, and has important reference value for promoting the practice of industrial policy.
