摘要
发生于河南杞县和广东番禺的两起钴-60辐照装置卡源事件,其发生原因、危机演进及处置过程,都彰显了风险社会的当代特质,对其的反思有助于推进关于风险治理的规避警策的思考:社会抗逆力规避"被制造出来的风险",风险感知能力规避"日益严峻的技术风险",包容性参与机制规避"制度性问题所造成的风险",总体国家安全观规避"风险综合体";同时启迪应急处置公共安全危机的执行策略:速度第一是首要操作性对策,务必呈现担当责任形象,与公众真诚沟通而不能失信,反应适度讲求包容性和灵活性。
There were two cases of cobalt-60 irradiation device stuck source incident in Qixian,Henan and Panyu,Guangzhou.It is the reason of the occurrence,the evolution of the crisis and the process of the disposal that highlight the contemporary characteristics of risk society and lead to warning tactics of risk management:society′s resilience avoids″created risks″;risk perception avoids″increasingly severe technical risks″;inclusive participation mechanisms avoid″risks caused by institutional problems″;and overall national security concept avoids″risk complex″.Enlightening implementation strategy of emergency response to public security crisis,speed is the primary operational response.It is imperative to present a responsible image,to communicate with the public in good faith to lose no faith,and to moderately respond with inclusiveness and flexibility.
