摘要
从城乡产业分工视角揭示乡村振兴战略中质量兴农的内在逻辑,深入分析质量兴农所面临的质量保障、效率提升、收益递增等现实困境,进而提出破解质量兴农困境的措施:强化规划引领和顶层设计,强化细则制定和推广培训,强化农产品质量安全监管;加快重点农产品的优质高效生产技术研发,提升优质农产品的农业生产经营主体素质;完善优质农产品生产经营的公共设施,促进优质农产品的品牌化、服务化转型,建立优质农产品生产的奖励补偿制度等。
Based on the analysis of the current situation of revitalizing agriculture by quality,this paper reveals its internal logic of revitalizing agriculture by quality in the strategy of rural revitalization.The implementation of the strategy of revitalizing agriculture by quality is also facing some practical difficulties,such as quality assurance,efficiency improvement and increasing returns.Therefore,to solve the dilemmas of revitalizing agriculture by quality,it is necessary to strengthen the planning guidance and top-level design,strengthen the formulation of detailed rules and training,strengthen the supervision of the quality and safety of agricultural products,speed up the research and development of high-quality and efficient production technology of key agricultural products,improve the quality of main body of agricultural production and operation of high-quality agricultural products,improve public facilities for production and operation of high-quality agricultural products,and promote the brand and service transformation of high-quality agricultural products and establish incentive and compensation system for the production of high-quality agricultural products.
