摘要
通过系统归纳、分析大型建设项目的“三报三批”审批程序和报送文件资料,借鉴国内其他项目经验,对审批程序优化及相关配套政策的完善提出初步建议,以期对国防科技工业固定资产投资项目审批制度改革提供参考。
Through systematically summarizing and analyzing the“three Reports and three Approves”approval procedures for large-scale construction projects and submitting documents and materials,and drawing on the experience of other domestic projects,the paper makes preliminary suggestions on the optimization of approval procedures and the improvement of relevant supporting policies,with a view to the fixed assets of the national defense science and technology industry,hopes toprovide reference for the reform of the investment project approval system.
