摘要
农民工的权益保障在很长一段时间内缺少制度基础和组织依托。2003年农民工获得加入工会的权利,那些在工会系统内建立、以农民工为主要成员的基层工会就成为农民工工会。它们的出现首先解决了农民工的依托组织问题,让农民工有了自己的"家",并通过与相关组织联合和合作、开展教育培训和各种娱乐活动,为农民工提供服务;同时,农民工工会通过工资集体谈判、提供法律维权帮助等,在农民工权益保障方面发挥着重要作用。随着农民工群体自身的发展变化,特别是新生代农民工增多,农民工工会需要不断提升其组织吸引力,增强自主性,并不断拓展服务范围,真正帮助农民工解决政治参与、城市融入、社会保障等方面的问题,从而成为农民工群体在制度建构和心理认同双重意义上的自组织。
It has been a long time since migrant workers’ rights and interests lack institutional basis and organizational support. In 2003, migrant workers gained the right to join Labor Unions. Migrant Workers’ Unions are founded under the Labor Union System, where those grassroots Labor Unions mainly consist of migrant workers, so it is known as Migrant Workers’ Union. Its emergence allows migrant workers to join organizations which provide a home-like platform for them. The Union provides services for migrant workers through combination and cooperation with subordinate organizations, including education, training and various entertainment activities. Furthermore, the Union plays an important role in the protection of migrant workers’ rights and interests in the way of collective wage bargaining and legal support. With the development and changing structure of migrant workers, especially the increase of the new generation, the Union needs continuity of efforts to improve its organizational attraction, to enhance its autonomy, and to expand its scope of services so that it can truly help migrant workers to cope with difficulties in political participation, urban integration, social security, etc. Thus, it becomes a self-organization with dual sense of institutional construction and psychological identity for the migrant workers.
