摘要
"放管服"改革作为当前政府改革的重头戏和先手棋,学界对它的研究较多地停留在具体方法技术的问题与改进上。从政府改革的价值与理性的历史梳理着手,对"放管服"的价值和理性的内涵、关联及导向进行深入挖掘和分析,可以发现当前"放管服"改革的目的和导向是实现工具理性与价值理性、公平与效率及其衍生价值的兼顾与平衡。
"Streamlining administration, delegating powers, improving regulation and services" is the most important part of the current government reform and the forerunner of the reform. However, in research, the academic circles mainly focus on the problems and improvements of specific methods and techniques. Starting from the historical combing of the value and rationality of the government reform, the paper excavates and analyses the connotation, relevance and orientation of the value and rationality of reform. It can be found that the purpose and orientation of the current reform is to realize a balance between instrumental rationality and value rationality, fairness and efficiency and their derived values.
