摘要
运用文献资料调研对21世纪以来日本竞技体育政策的构筑过程,尤其是对日本基于《体育立国战略》所颁布的《体育振兴基本计划》《体育基本法》及《体育基本计划》的政策目标及其内容作出了具体的解读,进而对日本围绕备战2020年东京奥运会,日本体育运动厅及其日本奥委会所建立的战略目标、政策举措及其财政激励手段等分别进行了分析和探讨。在此基础上,提出了若干相应的对策建议,以期对我国体育发展方式的更为合理的转变和进一步完善,尤其是对我国迎战2020年东京奥运会,形成相应的合理部署,提供可供借鉴的学术支持。
The process of competitive sports policies in Japan in the 21st century,especially the policy objectives and contents of the Basic Plan for Sports Rejuvenation,Basic Act on Sport and Sport Basic Plan promulgated by Japan based on the Strategy for Sporting Nation are interpreted concretely by using literature review method.Moreover,the strategic targets,policies and measures,and financial incentives of Japan Sports Department and Japan Olympic Committee for preparing Tokyo 2020 Olympic Games were analyzed and discussed.On this basis,a plurality of corresponding countermeasures and suggestions were analyzed and discussed which were expected to offer referable academic support for more reasonable change and further improvement of Chinese sports development pattern,especially for appropriate deployment and academic support for reference on Tokyo 2020 Olympic Games.
