摘要
[目的/意义]英国是现代警务和警务情报的发源地,新世纪后随着社会的变化,技术的进步和组织的改进,英国警务情报工作进行了重大改革,其改革进程中的做法和经验对身处改革浪潮中的中国公安警务工作有着重要的参考价值。[方法/过程]通过对文献、历史和政策文本进行梳理和分析,总结归纳21世纪初英国警务情报工作的历史、举措、成效和问题。[结果/结论]情报主导警务是英国情报工作改革的核心思想,国家情报模型是情报改革的工作准则,通过资源管理和情报共享,提高对罪犯的关注度,融合多种警务模式,减少犯罪可能性,提高公众的安全感是英国情报改革工作中的成功之处,我国公安情报改革可以吸取当中的精华之处,因地制宜进行落地和改善实践。
[Purpose/Significance]The UK is the birthplace of modern police and police intelligence.After the new century,with the changes of society,the improvement of technology,the intelligence work of the police in UK has undergone major reforms,and its reform process and experience has important reference value for public security police in China.[Method/Process]Through the analysis of literature,history and policy texts,the history,measures,achievements and problems of police intelligence work are summarized.[Result/Conclusion]Intelligence-led policing is the core idea of intelligence work reform.The national intelligence model is the working principle of intelligence reform.Through resource management and intelligence sharing,it raises the attention of criminals,integrates multiple police modes,and reduces the possibility of crime and improves the sense of security,which are the successes in the intelligence reform work.Public security intelligence reform in China can absorb the best of it and implement according to local conditions.
