摘要
[目的]探讨四川省10年间卫生资源配置效率情况,为实现卫生资源优化配置和卫生事业发展提供科学依据。[方法]采用数据包络分析(DEA)对2008-2017年四川省卫生资源配置效率进行时间序列的纵向分析评价。[结果]四川省2010年、2015年、2016年卫生资源配置效率DEA无效,规模报酬均递增,卫生资源配置在当时规模下的投入未得到充分利用;2011年、2013年、2004年规模报酬递减,投入指标冗余,医疗卫生机构平均减少1741.84个,卫生技术人员减少14 152.61人,床位数减少1.36万张。2008年、2009年、2012年、2017年卫生资源配置效率为DEA有效。[结论]四川省医疗卫生机构医疗服务效率逐年趋好,但卫生投入存在规模过大的情况,并且卫生资源利用不足。建议进一步优化卫生资源配置,提高卫生管理水平和评价机制,实现卫生资源配置的合理高效。
Objective To discuss the situation of health source allocation efficiency in Sichuan Province during 10 years so as to provide scientific basis for optimizing health source allocation and health service development.Methods Data envelopment analysis(DEA)was used to analyze and evaluate the longitudinal analysis of health resource allocation efficiency from 2008 to 2017 in Sichuan Province.Results The DEA of health resource allocation efficiency in 2010,2015 and 2016 was invalid.The scale remuneration increased.The input of health resources allocation under the scale was not fully utilized.In 2011,2013 and 2004,the scale remuneration decreased progressively.The input indicators were redundancy.Medical institute decreased by 1,741.843 on average,the number of health technicians decreased by 14,152.61,and the number of beds decreased by 13,568,800.The health resource allocation efficiency of 2008,2009,2012 and 2017 was valid for DEA.Conclusions The medical service efficiency of medical institute in Sichuan Province is up-and-up year by year,but there is the condition of large scale in health input,and the utilization of health sourceis not enough.It suggests that further optimize the allocation of health resources,improve the level of health management and evaluation mechanisms,and achieve reasonable and efficient allocation of health resources.
