摘要
国家公民身份是网民概念的核心要素,应保障网民在网络活动中享有公民权利。随着网络空间的飞速发展,国家公民身份的权利和义务均在网上拓展。创造活泼健康的网络公共领域和法治网络空间,均需激活广大网民的积极国家公民身份。网民的国家公民身份面临网上的消费主义影响、缺乏闲暇、网络公共领域的参与机制有待完善等问题。培育网民的积极国家公民身份的途径包括:增加公民的闲暇时间,完善网络公共领域的参与机制和公民教育等。
National citizenship is the core element of the concept of Internet users,which should ensure that Internet users enjoy civil rights in Internet activities.With the rapid development of cyberspace,the rights and obligations of national citizenship are expanded online.To create a lively and healthy cyber public sphere and a legal cyber space,it is necessary to activate the active national citizenship of all netizens.The national citizenship of netizens faces the problems of online consumerism,lack of leisure,and imperfect participation mechanism in the public domain of the network.The ways to cultivate netizens’active national citizenship include increasing citizens’leisure time,improving the participation mechanism in the public domain of the network and civic education.
