摘要
档案制度变迁是为了更好地促进档案事业发展,对传统档案制度进行革新,对新档案制度进行创立的过程。其表现形式有档案制度衰退、档案制度调适和档案制度创新三种。为了顺应时代发展潮流,需要从推动基于国家治理现代化的档案制度构建、强化基于国家治理现代化的档案制度实施、做好基于国家治理现代化的档案制度调适、促进基于国家治理现代化的档案制度创新四个方面,增强国家治理现代化进程中档案制度变迁的因应能力。
The change of archives system is to better promote the development of archives,to innovate the traditional archives system,and to create a new archives system.There are three forms of the change of archives system:the decline of archives system,the adjustment of archives system and the innovation of archives system.In order to conform to the trend of the times,it is necessary to strengthen the ability of responding to the changes of archives system in the process of modernization of national governance from four aspects:promoting the construction of archives system,implementing archives system,adjusting archives system and innovating archives system based on modernization of state governance.
