摘要既有住宅建筑节能改造市场运行离不开多元主体协同作用,业主是推动既有住宅建筑节能改造市场发展的内在力量。基于市场运行视角,探讨了国外既有建筑节能改造的能效标识制度、激励政策、风险分担、市场运作模式和方案评价优化等理论研究动态;从法律法规、合同能源管理、能效标识、经济激励和技术创新等五个方面概栝了国外既有建筑节能改造市场运行的实践特征。从激励机制、收益分配、融资模式和行为策略等四个方面梳理了我国既有建筑节能改造市场运行的理论研究成果,总结了我国既有建筑节能改造市场运行实践工作。基于市场治理视角,从既有住宅建筑节能改造业主市场作用特殊性分析着手,论证了既有住宅建筑节能改造业主内源动力研究的理论价值与实践紧迫性。 The market operation of energy-saving renovation of existing residential buildings is inseparable from the synergy of multiple entities,and the owners are the internal forces that promote the development of the energy-saving renovation market of existing residential buildings.Based on the perspective of market operation,this paper discusses the theoretical research dynamics of energy efficiency labeling system,incentive policy,risk sharing,market operation mode and program evaluation optimization of foreign building energy conservation retrofits.From the five aspects of laws and regulations,contract energy management,energy efficiency labeling,economic incentives and technological innovation,the practical characteristics of the operation of foreign existing building energy-saving renovation market are summarized.From the four aspects of incentive mechanism,income distribution,financing mode and behavior strategy,the paper studies the theoretical research results of the market operation of China’s existing building energy-saving renovation,and summarizes the practice work of China’s existing building energy-saving renovation market.Based on the perspective of market governance,this paper analyzes the specificity of the role of the owner’s market in the energy-saving renovation of existing residential buildings,and demonstrates the theoretical value and practical urgency of the research on the internal power of the existing residential building energy-saving renovation.
