摘要
通过学习考察,英国医疗卫生体系有如下特点:具有较为完善的医疗卫生体系;患者就医路径清晰并形成闭环;员工具有强烈的责任感和使命感;建有完善的医院考核评估监督体系;医院注重精细化管理;创新服务模式共同解决患者就医问题;注重突发灾害事件的应急救援;注重整合资源共同打造健康城市等等。学习和借鉴英国的经验,为健康北京的建设提供启示:一是加强医院文化建设,调动员工的积极性和主动性;二是加快基层卫生建设,建立患者就医的有效途径;三是加大资源整合力度,形成合力共建健康北京;四是加大精细化管理力度,不断提升医院的运行效率;五是加大考核评价力度,不断提升服务能力和水平;加强急救体系建设,编织人民生命健康的保护网。
Through study and investigation,the British medical and health system has the following characteristics:a relatively perfect medical and health system,clear and closed way of patients seeking medical treatment,employees’ strong sense of responsibility and mission,an established perfect assessment and supervision system in hospitals,hospitals’ attention to fine management,solving patients’ medical problems combined with innovated service model,emphasis on emergency rescue for sudden disaster events,focus on integrating resources to build healthy cities,etc.Learning from British experience provides enlightenment for the construction of healthy Beijing.First,the construction of hospital culture should be strengthened and employees’ enthusiasm and initiative should be mobilized.Second,health care construction in primary hospitals should be accelerated and effective ways for patients to seek medical treatment should be established.Third,resource integration should be strengthened to form a joint effort to build healthy Beijing.Fourth,fine management should be strengthened and the operating efficiency of hospitals should be constantly improved.Fifth,assessment should be strengthened and service ability should be constantly improved.Sixth,the construction of emergency rescue system should be strengthened and the protection network of people’s life and health should be woven.
