摘要
新中国成立70年,特别是改革开放以来的40年,我国农村卫生事业以及广大农村人民群众健康状况发生了巨大变化。我国农村卫生事业的发展历程及政策变迁,伴随着中国特色社会主义市场经济体制改革的不断深入,先后经历了艰难的探索、徘徊及不忘初心的再出发,不仅积累了宝贵经验,贡献了中国智慧,展现了中国精神,而且取得了举世瞩目的农村卫生成就,也曾创造了世界卫生的奇迹,曾被世界卫生组织作为样板予以向发展中国家推广,并为促动"2000年人人享有初级卫生保健"的全球卫生战略提供了启迪与示范,创造性构建了以新型农村合作医疗制度为基础的当今世界规模最大的全民基本医疗保障网等,为全球卫生安全及卫生治理做出了积极贡献。
Since 70 years of the founding of the People’s Republic of China,especially 40 years of the reform and opening-up policy in China,great changes have been witnessed in rural health service and the heath situation of numerous rural masses. With the continuous deepening of the reform of the socialist market economy with Chinese characteristics, the development progress and policy change of China’s rural health career have experienced tough exploration,standstill and restart with original aspiration. China’s rural health career has not only accumulated valuable experience,contributed China’s wisdom,and reflected China’s spirit,but also has achieved great rural health achievements. China’s rural health service has made wonders in the world,has been promoted to developing countries by the World Health Organization,has provided enlightenment and set an example for the global health strategy of"Health for All"in 2000,has creatively established the largest scale basic health insurance network for all in the world based on the New Rural Cooperative Medical Care System,and has made great contribution on global health safety and health governance.
