摘要
旅游业是实现人民日益增长的美好生活需要的幸福产业,高质量发展赋予旅游治理新的时代使命。文章运用新制度主义理论系统阐释新时代旅游治理的制度逻辑,表现在单一制度逻辑向多重制度逻辑演进、旅游行业治理向社会化治理转型、简单制度环境向复杂制度环境变迁、非正式制度与正式制度并举。剖析旅游高质量发展在体制机制、资源配置、市场秩序和品牌质量等方面的实践困境。进而提出旅游治理的制度设计:理顺旅游治理主体,建立协同治理机制;优化旅游供给结构,增强旅游消费观念;创新旅游治理工具,提升科技治理能力;构建多元约束机制,完善治理考核体系。
Tourism is an industry to realize people's growing need for a better life. High-quality development endows tourism governance with a new mission in the new era. The institutional logic of tourism governance in the new era is systematically explained with the new institutionalism theory,which is manifested in the evolution from single institutional logic to multiple institutional logic,the transformation from tourism industry governance to socialized governance,the transformation from simple institutional environment to complex institutional environment,and the combination of informal system and formal system. This paper analyzes the practical dilemma of high-quality tourism development in terms of institutional mechanism,resource allocation,market order and brand quality. In view of this,the paper puts forward the following policy choices of tourism governance: rationalize the tourism governance subjects and establish the cooperative governance mechanism;optimize the structure of tourism supply and strengthen the concept of tourism consumption;innovate tools for tourism governance and enhance the ability of science and technology governance;build multivariate constraint mechanism and perfect the management and assessing system.
