摘要
运用SWOT分析方法,对上海防洪除涝中具有的优势(S)、劣势(W)、机会(O)和威胁(T)进行评估与总结,在此基础上,从加强河道综合整治,提高水利片外围除涝能力;提高防洪除涝标准,确保“全球化城市”防汛安全;构建多部门联动机制,积极应对极端气候影响等角度为城市防洪除涝规划提供借鉴和思路。
The advantages,disadvantages,opportunities and threats of flood prevention system in Shanghai are evaluated and summarized using the SWOT analysis method.On this basis,the references and ideas about city flood prevention and waterlogged alleciation planning are given from strengthening comprehensive harnessing of rivers,improving the drainage capacity of water conservation,improving the standard of flood prevention and waterlogged alleviation to ensure that the“global city”flood prevention security,and constructing of multi-department linkage mechanism to provide actively respond to extreme climate impaction.
