煤矿企业职业安全健康投入边界模型研究 被引量:3

Research on boundary model of occupational safety and health investment in coal mining enterprises

摘要 煤矿企业生产安全事故和职业病属于加强管理和加大投入就可以减轻或避免的人文灾害。为改进政府监管方式、提高煤矿企业职业安全健康投入效率,根据企业职业安全健康投入动机建立主动投入模型和被动投入模型,进而分别建立企业职业安全健康投入理想边界模型和次优边界模型,前者是满足可接受风险条件下追求总投入最小,后者是主动投入一定时追求期望风险最小。结果表明:无论实现哪种边界,政府和企业都应当科学研判职业安全健康危害因素、统筹选用交易因素、充分激励人的因素、加快完善制度因素,以最优投入策略组合最大程度降低煤矿劳动者职业安全健康风险。 Coal mine production safety accidents and occupational diseases are human disasters that can be alleviated or avoided by strengthening management and increasing investment. In order to improve the government supervision mode,improve the occupational safety and health investment efficiency of coal mining enterprises,the active input model and the passive input model were established according to the motivation of enterprise occupational safety and health investment,and then the ideal boundary model and suboptimal boundary model were established,The former was to pursue the minimum total investment under acceptable risk conditions,the latter was to pursue minimum expected risk when the initiative was invested. The results showed that no matter which boundary was implemented,the government and enterprises should scientifically judge the occupational safety and health hazard factors,coordinate the selection of trading factors,fully motivate people,accelerate the improvement of institutional factors,minimize the occupational safety and health risks of coal miners by optimum investment strategy combination.
