摘要
针对装备管理绩效评估理论体系不够完善,缺乏评估依据的问题,结合新体制下我军装备管理工作特点,对绩效内涵进行了深入分析,运用系统工程方法论,以战斗力标准为根本导向,以相关法规条令为依据,提出了基于“管理文化”、“管理过程”和“管理效果”三维一体的装备管理绩效评估指标体系,为全面评估与衡量装备管理绩效奠定了基础。
In view of the imperfection of equipment management performance evaluation theory system and the lack of evaluation basis, this paper makes a thorough analysis of the performance connotation combining with the characteristics of equipment management work under the new system. Based on the system engineering methodology, combat effectiveness standards and relevant laws and regulations, a performance evaluation index system of equipment management is proposed, which is based on the three-dimensional integration of management culture, management process and management effect. This paper lays the foundation for comprehensive evaluation and measurement of equipment management performance.
