摘要
美日贸易摩擦对日本经济影响深远,日本政府应对美日贸易摩擦的措施包括采取自主出口限制措施、利用规则导向型的多边机制、鼓励企业海外投资及加快规制改革等。上述措施客观上推动了日本国内规制改革、加速其产业升级与过剩产能处置。目前的美中贸易摩擦与美日贸易摩擦有较多相似之处,中国可借鉴日本的经验,对内深化改革,对外利用好"一带一路"建设拓展经贸市场。
The current round of Sino-US trade friction has much in common with the US-Japan trade frictions in the last century in terms of strategic intentions and means of frictions. Therefore,Japan ’s lessons provide some reference for the current trade negotiations. Firstly,the article analyses the far-reaching impact of US-Japan trade frictions on Japanese economy,and then combs the measures taken by the Japanese government,including restraining voluntary export,adopting rules-oriented multilateral mechanism, encouraging overseas investment and expediting regulatory reform. Through comparative analysis,the article concludes that the United States adopted similar maneuver and strategies in the two rounds of trade frictions with Japan and China,with the same purpose of curbing the rise of emerging countries,but there exist some difference in the core interests, policy preferences and policy objectives. Finally,combining with the experience of the US-Japan trade frictions,the paper puts forward we should make good use of the development of the Belt and Road to contend with current trade frictions with the United States.
