摘要
城市非正规性已成为一种全球性现象,大量的城市非正规性现象游离在国家正规制度与规划管治之外自发生长,城市非正规性治理成为一个极其复杂的社会经济问题。在城市非正规性治理过程中,以下几个问题值得反思:城市非正规性治理如何超越"正规"与"非正规"的二元对立?在城市非正规聚居区不能简单拆除的情况下如何不断改善居住环境?城市非正规性治理如何兼顾"人本"和"地域"两个目标维度?城市非正规性是一种空间形式和社会过程之间相互影响的空间生产模式。转向以空间为研究主体,揭示城市非正规性背后隐藏的空间生成机制及社会秩序,才能探寻城市非正规性的治理途径。
Urban informality has become a global phenomenon. A large number of urban informal phenomena grow spontaneously outside the national formal system and planning governance and urban informal governance has become an extremely complex socio-economic problem. In the process of urban informal governance,the following questions deserve reflection: How urban informality governance beyond the dual opposition of "Formality"and "Informality"? How to continuously improve the residential environment in the case of urban informal settlements cannot be simply demolished? How does urban informal governance balance the two dimensions of"humanity"and"region"? Urban informality is a mode of spatial production in which spatial forms and social processes interact with each other. Only by turning to space as the research subject and revealing the spatial generation mechanism and social order hidden behind urban informality,can we explore the urban informality governance.
