球罐液化气脱水存在的风险及改进措施

摘要 针对某供气站液化气球罐脱水作业出现的一次未遂事故,运用工作安全分析法将脱水作业按顺序分为若干步骤,识别出不同作业步骤中的各类风险,总结归纳导致该事件发生的主因,并从管理、系统和技术等方面提出控制和改进措施,为包括液化气脱水作业在内的各类脱水作业安全保障提供指导依据。 In response to a near miss in the dehydration operation on a liquefied gas spherical tank at a gas supply station,a work safety analysis method(JSA)is used to divide the dehydration operations into several steps in sequence,identifying various risks at each operation step,summarizing the main cause of the near miss,analyzing it with the brainstorming method,and proposing control and improvement measures from the perspective of management,system and technology.Correspondingly,control measures against initial state of the near miss are proposed,and the control measures are incorporated into the operation procedure to provide guidance for the safety of various dehydration operations including liquefied gas dehydration operations.
